Turnkey design competition for a new $50 Million research and experiment facility for the Pangyo Housing Development District that is part of a master plan designed to attract R&D centers of multinational businesses equipped with advanced technologies. The project intent is to promote the HI TECH desires of the region by attracting global companies specialized in high tech industries information technology (IT), Biotechnology (BT), and Green Technique (GT).

Gyeonggi Province Focuses on Attracting Global R&D Centers

With intensifying competition between countries to attract the R&D centers of world-leading businesses, Gyeonggi Province plans to focus on attracting the globe.

To achieve this, the province will build R&D Centers in Pangyo Techno Valley to ensure the timely supply of R&D spaces, and will work with the Ministry of Knowledge Economy to jointly develop diverse incentive programs, including tax reductions and cash grants, by designating a foreign investment zone.

Gyeonggi Province has designated this R&D Center as a hub for foreign investment inducement as the center will create synergies with other R&D clusters in the province, including Gwanggyo and Pangyo Techno Valley, and will have enormous effects in terms of technological development. Working in tandem with central government agencies, the province has strengthened its efforts to attract foreign investors since the second half of 2008.

As a result of these efforts, the province entered into an MOU last March for an investment of USD 20 million with Broadcom, the world’s No. 2 wireless communication service provider, and is now negotiating with Qualcomm, a Fortune 500 company and a supplier of key parts for the semiconductor industry, for the construction of R&D centers.

The Province has been working to reach agreements on the construction of R&D centers with T, a US-based world leader in video security, and B, a German multinational chemical corporation. These investments will be finalized in the second half of 2008.

Gyeonggi Province aims to stimulate the national competitiveness of domestic businesses and develop talented human resources by attracting R&D centers of multinational businesses, while working jointly with provincial R&D clusters and businesses to build an Asian R&D hub.

In 2005, the province launched a center at Kins Tower (Bundang) to attract R&D investment from multinational businesses. Beginning with Axesstel, five companies have joined so far, including Siemens Medical, a medical devices R&D leader. The building now accommodates 252 researchers, who are actively engaged in R&D advancements.

In addition the design strategies are to 1) establish a Global R&D Center Identity, 2) planned for future growth and changes, and 3) devise an eco-friendly R&D Center.

The project goal is to create a landmark facility for the Pangyo Techno Valley Campus and invigorate research facilities through design to attract global companies specialized in high tech industries such as Biotechnology (BT), Information Technology (IT) and Green Technology (GT).

The project is situated along a river and adjacent to a park at the gateway to the Pangyo Techno-Valley.

The project is about synergistic communication. The project consists of 3 buildings linked together with a dynamic skin.

The project consists of three separate buildings that are wrapped with a curvascious and singular skin that creates a single composition that will unite a variety of separate tenants. The buildings are linked by multiple atriums. These our places for various tenants to cross-pollinate. The grand atrium also creates a sense of place. The auto-court drop-off.

The purpose is to achieve education/R+D outcomes though synergies with domestic related companies and research institutes.

Program Design Considerations

  • As a multi-tenant research facility the building needs image, plan flexibility, and amenities to attract
  • The wet lab facilities require specific lab planning modules, floor-plate configuration and heavy mechanical support, including rooftop exhaust

(Special consideration for wet labs—1) top floors for mechanical and floor-plate net efficiency and 2) above grade for security.)

  • Support program may benefit by 1) collocation into a commons building to support the auditorium, cafeteria, meeting room, and fitness center or 2) the alternate solution is to collocate along a main street spine with multiple amenities at grade.
  • Multi-disciplinary interaction will promote and facilitate the discovery process of research – Main Street and common area consideration.
  • The machinery program is assumed to mean “core facility” for the BT Labs, and possibly IT & GT Labs
  • Floor-to-floor heights and mechanical interstitials for BT labs need consideration in stacking and configuration
  • The IT and GT may been seen as smart office space with raised-floor
  • Green architectural opportunities are greatest for Research Office, Public Spaces and limiting aspect for the Research Labs
